No. Speech recognition runs inside your browser. Only the model files are downloaded, once, and then cached.
The words the model heard are compared with the sentence, ignoring case, punctuation and contractions. Recognition is not perfect, so speaking slowly and clearly helps.
Score at least 80 in listening, speaking, reading and writing. Each skill uses your best scores in its games.
